Either you have been subjected to anti-seo attack or you have done an aggressive keyword-focused work. If you came across this warning as a result of your own work, your job is easy. Remove all links you’ve given, keep a list, and request reconsideration. Also send this list to Google and write a summary of the situation. If you are exposed to anti seo, list sites that link to you from Google Webmaster Tools – Inbound Links or Ahrefs.com, reject all.
